India-Seychelles Bilateral Relations

Historical background & Diplomatic Links 

India’s bilateral engagement with Seychelles is characterised by historical contacts and our longstanding support to Seychelles for its security and development. Today, India-Seychelles relations embody close friendship, understanding and cooperation.

2. It was in the year 1770 that a small group of five Indians landed in Seychelles as plantation workers along with seven African slaves and 15 French colonists, and were recorded as the first inhabitants of the Islands. During the British colonial period, Seychelles was governed from the Bombay Presidency for some time, with regular shipping links and flow of goods and essential commodities from India. These trade links facilitated migration of an Indian trading community looking for greener pastures having reached a saturation point in East Africa. 
   
   
3. Diplomatic ties were established with Seychelles right after its independence in June 1976. When Seychelles attained freedom on 29th June 1976, a contingent from the Indian Naval Ship, INS Nilgiri, took part in the Independence Day celebrations. The Indian Mission was established in 1979, with the High Commissioner based in Dar-es-Salaam and concurrently accredited to Seychelles. The first resident High Commissioner was appointed in 1987, while Seychelles opened its resident mission in New Delhi in early 2008.

4. Prime Minister Shri Narendra Modi (PM) undertook a 3-day State Visit from 27-29 June 2026 as Guest of Honor to mark 50 years of Independence of Seychelles. This marked the second visit of PM to Seychelles, the first visit was from 10-11 March 2015. Prime Minister was accompanied by EAM, National Security Advisor and Foreign Secretary. PM became the first PM of India to attend a Seychelles National Day parade. During the visit, he also became first PM of India to address an Extraordinary Sitting of National Assembly of Seychelles. PM and the President Dr. Patrick Herminie jointly planted seed of the endemic Coco de Mer tree at the National Botanical Garden, Victoria. PMr also visited the Giant Aldabra Tortoise enclosure at the garden. PM held wide ranging talks with President Dr. Herminie. During the visit legal documents was signed in sectors including space, health, agriculture, digital payments diplomatic training, and recognition of training of Indian seafarers. India and Seychelles also signed an Extradition treaty. An Umbrella Line of Credit agreement was also signed between Government of Seychelles and EXIM Bank for INR 1,250 crore. During the visit, PM donated 1 Fast Patrol Vessel (PS Lespwar), 06 Ambulances (02 ALS and 04 BLS), 500 MT of rice, and 8500MT cement to the Government of Seychelles. 
   
   
5. PM’s official visit on 10-11 March 2015 to Seychelles was the first Prime Ministerial level visit from India in 34 years. It was a highly successful visit with substantive outcomes: signing of four Agreements/MoUs, inauguration of the Coastal Surveillance Radar System (CRS) Project, announcements of gifting of a second Dornier aircraft to Seychelles and 3-month gratis visa for Seychelles nationals for travel to India. 
   
   
6. The Vice President of India Shri C P Radhakrishnan visited Seychelles on 26-27 October 2025 to attend the swearing in ceremony of newly-elected President of the Republic of Seychelles Dr. Patrick Herminie. Previous high-level visits from India include: Prime Minister Smt. Indira Gandhi (1976 & 1981); President Shri R. Venkataraman (1989); Vice-President Dr. Shankar Dayal Sharma (1991); Vice-President Shri Bhairon Singh Shekhawat (2003), and President Smt. Pratibha Devi Singh Patil (2012). 

Ministerial Level Visits 

7. External Affairs Minister Dr. S. Jaishankar visited Seychelles in November, 2020. Among others included External Affairs Minister Shri S. M. Krishna (July 2010); Defence Minister Shri A.K. Antony (July 2010). 

Delegation Level Visits 

8. An 8-member delegation led by Lok Sabha Speaker Hon’ble Sumitra Mahajan attended the 24th Conference of Speakers and Presiding Officers of the Commonwealth (CSPOC) hosted from 8-13 January 2018 by Seychelles.
   
   
9. a virtual ceremony in April 2021, Prime Minister Narendra Modi and President Wavel Ramkalawan jointly inaugurated various projects built under Government of India’s grant assistance in Seychelles. Chief of Naval Staff Admiral R Hari Kumar visited Seychelles in April, 2022. Chief Election Commissioner led a delegation to Seychelles in September 2023 to sign an MoU with the Electoral Commission of Seychelles. 
   
   
10. Shri Girish Chandra Murmu, the Comptroller and Auditor General of India visited Seychelles in October 2024 to sign an MoU with the Auditor General of Seychelles. A delegation of the National Hydrographic Office, Dehradun, visited Seychelles in November 2024 to hold discussions with Seychelles Standing Committee on Hydrography. 

Visits from Seychelles

11. President Dr. Patrick Herminie paid a State Visit to India from 5-10 February, 2026. He was accompanied by First Lady Mrs Veronique Herminie and 7 Cabinet Ministers. President Dr. Herminie visited Chennai, Mumbai and New Delhi during his visit, He visited several hospitals in Chennai and the National centre for Sustainable Coastal management (NCSCM). He also participated in a business event curated by FICCI. In Mumbai, he attended a business event hosted by CII. In New Delhi, he was accorded a Ceremonial Welcome on arrival. He held comprehensive discussions with PM Modi on 9 February where the entire gamut of bilateral relations was reviewed. A USD 175 million Special Economic Package (SEP) was announced by PM to support Seychelles’ priorities in health, renewables, education, social housing, e-mobility and maritime security. A Joint Vision Statement for Sustainability, Economic Growth and Security through Enhanced Linkages (SESEL) was adopted. Further, 7 MoUs in the areas of health/pharma, marine science, food security, culture, capacity building, digital transformation, etc were signed during the visit. The setting up of a Seychelles Hydrographic Unit with Indian assistance was also announced. President Dr. Herminie also attended a banquet hosted by Rashtrapati ji in his honour. 
    
    
12. The Vice President of Seychelles H.E. Mr Sebastien Pillay visited India (16-22 February 2026) a to attend India Global AI Impact Summit held in New Delhi. During his visit, he held a bilateral meeting with Minister of State Mr. Jitin Prasada. He called-on Vice President of India Mr. C P Radhakrishnan. He also held meetings with teams from NDRF, NBCC, C-DAC, Direct Benefit Transfer, and Gati Shakti. 
    
    
13. Minister of Foreign Affairs and the Diaspora H.E. Mr Barry Faure visited India to attend 11th Edition of Raisina Dialogue (March 05-07) in New Delhi and met External Affairs Minister (EAM) Dr. S Jaishankar. He also meet EAM during the 9th Indian Ocean Conference in Mauritius (April 10-12).
    
    
14. Former Vice President of Seychelles H.E. Mr Ahmed Afif visited India to attend the swearing-in ceremony of the Prime Minister Shri Narendra Modi and Council of Ministers of India on 9 June 2024 at Rashtrapati Bhavan in New Delhi. He met the President, Prime Minister and EAM on the sidelines of the event.
    
    
15. The earlier President of Seychelles, France Albert Rene visited India in 1980, 1986 and 1990. Thereafter, Vice-President James Alix Michel visited India in 1994, 1996 and 1999 and later as President in July 2005, June 2010, February 2011, February 2012 and August 2015. Vice President Vincent Meriton visited Chennai (11-14 February 2017) to inaugurate a wing in MIOT hospital, Chennai, where Government of Seychelles (GoS) sends their patients for medical treatment. 
    
    
16. A 12-member Seychelles National Assembly delegation, led by Speaker Patrick Pillay, visited India from 9-13 August 2017. The delegation interacted with the Lok Sabha Speaker and also called on our President, PM and the Vice-President.
    
    
17. While holding the office of leader of opposition in National Assembly, President Wavel Ramkalawan, visited India to attend the PIO (Person of Indian Origin) Parliamentarians Conference in January, 2018.
    
    
18. The then President Danny Faure, visited India twice in 2018, in March 2018 to attend the Founding Conference of the International Solar Alliance and in June 2018, for a State Visit. In his former capacity as Vice President, he attended the 14th edition of the Delhi Sustainable Development Summit held in New Delhi in February 2014. 
    
    
19. In February 2023, former Minister of Fisheries and Blue Economy, Jean-Francois Ferrari visited Bengaluru to participate in the “India Energy  Week 2023”. In October 2023, former Minister of Agriculture, Climate Change and Environment, Flavien Joubert  visited New Delhi to participate in the 6th Session of the Assembly of the International Solar Alliance. During the visit he also met with Shri R.K. Singh, Minister of Power and New and Renewable Energy.
    
    
20. Former Minister Joubert participated in all three virtual Voice of Global South Summits (VOGSS) in January 2023, November 2023 and August 2024 respectively. He also visited Goa, India to participate in the India Energy Week 2024 from February 6-9, 2024, and met with Shri Hardeep S. Puri, Minister of Petroleum & Natural Gas.
    
    
21. In November 2023, the former Minister for Foreign Affairs and Tourism of the Republic of Seychelles Mr. Sylvestre Radegonde (FMSR) visited India for bilateral discussions. This was his first visit to India as Foreign Minister. Comprehensive discussions were held between EAM and FMSR and two MoUs were signed. 
    
    
22. The Attorney General of Seychelles Mr. Frank Ally participated in the 1st Regional Conference on Access to Legal Aid from November 27-28, 2023 and the Commonwealth Legal Education Association (CLEA) Attorney and Solicitors Generals Conference 2024 (CASGC’24) from February 2-4, 2024 in New Delhi.
    
    
23. On the invitation of Dr. S. Jaishankar, External Affairs Minister of India, Minister for Internal Affairs of Seychelles Mr. Errol Fonseka participated in the 6th and 7th editions of Indian Ocean Conference in Dhaka, Bangladesh and Perth, Australia in May 2023 and February 2024 respectively.
    
    
24. Chairperson of Electoral Commission of Seychelles Danny Lucas and Commissioner Norlis Rose-Hoareau were among 75 representatives from 23 countries to participate in observing the organizing of general elections in India by Election Commission of India from 5 - 7 May 2024.
    
    
25. In February 2025, Minister of Land and Housing Billy Rangasamy represented Seychelles at the Kumbh Global Summit for Sustainability and Development at Prayagraj. 
    
26. The 2nd Edition of WHO Global Summit on Traditional Medicines held in New Delhi from 17-19 December 2025, saw participation of Minister of Health, Dr. Marvin Fanny. 

Bilateral Agreements/MOUs 

27. Several bilateral agreements/MOUs have been signed between the two countries, notable among the earlier MoUs/Agreements which are the following: Air Services Agreement (1981); Agreement on Tourism (1996); Trade Agreement (2000); Joint Business Council (2000); MOU on Healthcare (2003); MOU on Defence Cooperation (2003); MOU on Science and Technology (2003); Cultural Exchange Programme (2003-05); Bilateral Investment Promotion and Protection Agreement (BIPPA) (June 2010); MOU for setting up of an Information Technology Centre in Seychelles (February 2010); MOU on Police Research & Training (April-May 2012).
    
    
28. During State Visit of Prime Minister Modi to Seychelles in June 2026, various legal documents were exchanged MoUs in the sectors of space, health, agriculture, digital payments, diplomatic training, and recognition of training of Indian seafarers, India and Seychelles also signed an Extradition treaty. 30. 4 MOUs/Agreements were signed during the State Visit of Prime Minister Shri Narendra Modi to Seychelles in March 2015, including: Renewable Energy Cooperation; MOU for Cooperation in the field of Hydrography; Protocol on Sale of Navigational Charts / Electronic Navigational Charts; Agreement on the Development of Facilities on Assumption Island.

During the State visit of the then President James Michel in August 2015, the following MOUs/ Agreements were signed: Bilateral Air Services Agreement; MoU for gifting a second Dornier Maritime Aircraft; Tax Information Exchange Agreement (TIEA); MoU between ICAR and Seychelles Agricultural Agency for Cooperation in Agricultural Research and Education; Protocol on Framework of Cooperation in the field of Blue Economy. 
    
    
32. During the 1st State Visit of then President Danny Faure in June 2018, the following 6 agreements/ MOUs were signed: White Shipping data Agreement; MOU on Cyber Security (2018); MoU on Small Development Projects, MOU between the Foreign Service Institute India and the Department of Foreign Affairs of Seychelles; Cultural Exchange Program for the years 2018-2022; Twinning Agreement between the Corporation of the City of Panaji (Municipal Corporation) and the City of Victoria of the Republic of Seychelles.
    
    
33. In May 2022, both countries signed MoU for reciprocal recognition of COVID-19 Vaccination Certificates. 
    
    
34. In September 2023, MoU for Cooperation in the field of Electoral Management and Administration was signed between the two countries. In November 2023, MoU on cooperation in the field of Youth and Sports and MoU on Indian Grant Assistance for implementation of Small Development Projects (Phase-II) through local bodies, educational and vocational institutions was signed during the visit of Foreign Minister Radegonde to India. 
35. In October 2024, MoU for Cooperation in the field of Public Sector Audit was signed between the two countries during the visit of Comptroller Auditor General of India to Seychelles.

Trade & Investment

36. Bilateral trade and commerce with Seychelles is rather modest, mostly due to absence of a direct shipping line between India and Seychelles. Presently, Seychelles’ main items of import from India are rice, miscellaneous food products, cement, linen, cotton, vehicles & associated transport equipment, medicines, instruments and appliances for medical, surgical & dental use. India exported goods worth USD 76.19 million and imported goods worth USD 8.69 million from Seychelles during 2023-24 (increase of 14.96% in total trade from 2022-23). In 2024-25, bilateral trade has remained steady with total trade amounting to USD 72.92 million in the April 2024 to February 2025 period (export from India: USD 68.64 million, import to India: USD 4.28 million).
    
    
37. Several Indian companies are present in Seychelles. Bank of Baroda has been maintaining a successful overseas branch in Victoria since 1978. In the private sector, M/s Bharti Airtel Telecom group has invested over US$ 25 million in setting up the Airtel mobile telephone and internet services in Seychelles, since 1998. TATA has supplied most of the fleet of buses for Seychelles to ply in Mahé and Praslin, with Ashok Leyland a new entrant.
    
    
38. In pursuance of a MoU signed in September 2014, Air Seychelles launched thrice-weekly direct flights between Mahé and Mumbai on 2 December 2014. Currently, there is a weekly flight between Mumbai and Mahe. In March 2025, IndiGo Airlines commenced operations with 04 direct flights a week on the Mahe-Mumbai route, that has resulted in a steady increase of Indian tourists travelling to Seychelles.
    
    
39. The Tax Information Exchange Agreement (TIEA) has been signed during the Presidential visit to India in August 2015.

Energy and Environment

40. Memorandum of Understanding between Indian Council of Agricultural Research (ICAR), Republic of India and the Agriculture Department, Ministry of Fisheries, Agriculture and Blue Economy, Republic of Seychelles for Cooperation in Agriculture Research and Education and Work Plan for 2026-2031 was signed during the State Visit of Prime Minister Modi to Seychelles in June 2026. A Blue Economy Protocol between India and Seychelles was signed in August 2015. The two countries have been supportive of each other’s position in the international fora on issues related to climate change. With the ratification of the International Solar Alliance (ISA) Framework Agreement in September 2017, Seychelles has officially become one of the Founding Members of ISA. Seychelles also joined Coalition for Disaster Resilient Infrastructure in June 2026.
    
    
41. In pursuance of the bilateral MOU on Renewable Energy Cooperation signed during PM’s visit to Seychelles in March 2015, a 3-member delegation from Seychelles attended the first meeting of the Joint Working Group in February 2016 in New Delhi to chart out the roadmap of cooperation. 
    
    
42. On the sidelines of COP27 in November, 2022, Seychelles signed an agreement with the International Solar Alliance (ISA) for a project to set up 5 metric tonnes solar-powered cold storage on Praslin Island, which was inaugurated during Minister Joubert’s visit to New Delhi in October-November 2023 and commissioned in October 2024. 03 ISA projects (solar rooftop, solar pump and solar chiller) are also planned in Seychelles under the Quad-Climate initiative. 

Cultural Relations & the Indian Diaspora

43. With a significant presence of Indian diaspora in Seychelles, cultural contacts between the two countries have been primarily community-driven with support from the two governments. At the initiative of prominent PIO associations in Seychelles, several Indian cultural troupes regularly visit Seychelles for performance. 
    
    
44. During the State Visit in June 2026, Prime Minister Narendra Modi planted a seed of Coco de Mer and visited the enclosure of Giant Aldabra Tortoises at the National Botanical Garden. He also interacted with Indian diaspora and visited Hindu Temple in Victoria. At Peace Park, Prime Minister paid floral tributes at the statue of Mahatma Gandhi.
    
    
45. In June, 2022, a statue of Mahatma Gandhi was erected in the famous Peace Park in Victoria, Seychelles where the statue stands tall amidst those of leaders such as Nelson Mandela, first President of South Africa and Sir James Mancham, founding President of Seychelles. During his 5-day visit in June 2018, former President Danny Faure gifted two giant Aldabra tortoises to the Hyderabad Zoo.
    
    
46. India has an important link with Seychelles with the first small group of five Indians arriving in Seychelles in 1770. Beginning of the twentieth century onwards, there was a constant flow of Indians, mostly from Tamil Nadu/Puducherry and later from Gujarat, who came in as traders, labourers, construction workers and more recently as professionals.
    
    
47. The number of PIOs with Seychelles citizenship is estimated to be around 6000, which is significant in a country with a total population of about 120,000. A majority of them belong to the Gujarati and the Tamil community. The PIO community is visible in all walks of life and is well known for its professionalism and hard-work. They dominate the trading and construction sectors. There are also over 9,000 NRIs holding Gainful Employment Permits, who are mostly workers in the construction sector, shop assistants and a few professionals. 
    
    
48. The prestigious Pravasi Bharatiya Samman Award was conferred on Justice D. Karunakaran of the Supreme Court of Seychelles in 2015. He is the second recipient of the PBSA from Seychelles after Dr. V. Ramadoss in 2006.
    
    
49. Youth delegations annually represent Seychelles at the prestigious National Cadet Corps -Youth Exchange Programme in New Delhi as do Seychellois delegations at the Surajkund International Crafts Mela held in Faridabad, Haryana.
    
    
50. Seychelles-India Day was celebrated across two weeks in the run up to 78th Independence Day of India with great enthusiasm with events including  Friendly Cricket Matches for men and women, National Chess Tournament, performances by visiting ICCR Troupe at ICCS National Auditorium and National History Museum in Victoria. This culminated in a cultural extravaganza and food festival at Roche Caiman Complex. 
    
    
51. On the occasion of the 76th Republic Day of India, a 9-member ICCR sponsored Indian folk dance “Bhangra” troupe visited Seychelles from 25-27 January 2025. As part of the celebrations, an Indian Traditional Textile Exhibition promoting One District One Product (ODOP) was organized at the Seychelles National History Museum from 27 to 31 January 2025. An ‘India Corner’ was also setup at the same venue for the duration of the exhibition.

Defence and Security Cooperation 

52. India and Seychelles have an elaborate architecture of defence and security cooperation that has deepened over the years with the growing piracy menace and other economic offences in the strategic Indian Ocean region. 
    
    
53. On the occasion of 50th Anniversary of Seychelles’ independence, Prime Minister Narendra Modi attended the  National Parade celebrations. Indian Armed Forces contingent led by Assam Regiment, Indian Navy and Indian Navy marching band represented India. Indian Naval Ships Tarkash (26-30 June) and Ikshak (27-30 June) docked at Port Victoria joining the celebrations. Prime Minister also donated 1 Fast Patrol Vessel PS Lespwar (meaning Hope in Creole) and 10 TATA Vehicles to Seychelles Defence Forces (SDF). Prime Minister also announced donation of 05 laser boats to SDF. INS Teg visited Seychelles on 26-30 June 2025 to participate in 49th National Day celebrations on 29 June 2025. A marching contingent participated in the National Parade. Indian Army contingent “DareDevils” also participated and enthralled the public with their gravity-defying stunts. 
    
    
54. Indian Coast Guard Ship (ICGS) Sankalp celebrated India's 77th Republic Day at Port Victoria in Mahé, Seychelles on January 26, 2026. A special Advanced Light Helicopter demonstration was also organized at the Seychelles Air Force headquarters on 27 June 2024 for President Wavel Ramkalawan and Vice President Ahmed Afif. INS Sunayna also visited Seychelles to participate in the “Operation Southern Readiness” under Combined Maritime Forces in July 2023. INS Sharda visited Seychelles on November 6-14, 2023 to participate in the IONS Maritime Exercise IMEX-23. INS Tir (First Training Squadron of Indian Navy) visited Seychelles from 24 February to 8 March 2024 to participate in Exercise Cutlass Express and to hand-over serviced Dornier Engines and spares for SCG.
    
    
55. The 11 editions of the India-Seychelles biennial joint military Exercise “LAMITYE” have been held – the latest one in Victoria from 09-20 March 2026. The 11th Edition marked the first edition of the exercise as tri-service. India handed over Fast Patrol Vessel SCG PS Zoroaster to Seychelles Coast Guard in April 2021. Two ceremonial guns and ammunition were also gifted on request of the Government of Seychelles in May 2022. India gifted and installed six coastal surveillance radar systems in Seychelles in 2015 enabling better coastal security for Seychelles. These are now being maintained with Indian assistance.
    
    
56. SDF vessel PS Zoroaster participated in Exercise MILAN and International Fleet Review organized in Visakhapatnam in February 2026. After the exercise, it underwent a gratis refit at GRSE Kolkata, and INS Tarkash (12-15 June 2026) escorted PS Zoroaster back to Seychelles on 12 June 2026. Thereby illustrating the strong India-Seychelles defence relationship. SDF also participated in the first edition of Exercise ‘PRAGATI’ by Indian Army in May 2026. The Bharat Seychelles Seminar on Indian Defence Equipment (SIDE) was organised on 14 March 2024 in Victoria with the participation of 9 Indian Defence manufacturers showcasing diverse equipment of interest to Seychelles Defence Forces.
    
    
57. Indian Naval Ship Tushil on her maiden passage to the West Coast of Africa visited Port Victoria for OTR from 7-8 February 2025. IOS SAGAR with 44 international crew members from 09 friendly countries (including 04 Seychelles Defence Forces personnel) visited Port Victoria on 01 May 2025. A nine-member all-women tri-services crew from Indian Armed Forces visited Victoria from 03 to 08 May 2025 onboard the IASV Triveni – the sailing vessel of the expedition ‘SAMUDRA PRADAKSHINA’.
    
    
58. In pursuance of the MOU on Hydrography signed during the Prime Minister’s visit in March 2015, Indian Naval Ship INS Darshak visited Seychelles from 5 November to 19 December 2015 to conduct hydrographic survey of Victoria Port and adjoining areas. Two patrol boats PS Topaz and PS Constant were gifted by India to Seychelles in 2005 and 2014 respectively. Indian Coast Guard’s Fast Interceptor Boat C-405 (rechristened ‘PB Hermes’) was gifted to Seychelles in 2016 and its replacement vessel ‘PB Boudeuse’ was gifted and commissioned on 25 February 2025 in the presence of the President and Vice President of Seychelles. India gifted two Dornier maritime surveillance aircraft to Seychelles, first in April 2013 and the second in June 2018.

Development Cooperation 

59. An important aspect of bilateral cooperation revolves around various development assistance programs extended to Seychelles under ITEC, ICCR and IAFS. Over 1% of the local population form part of ITEC alumni who have benefited from various training courses under the ITEC program.
    
    
60. During State Visit of President Dr. Patrick Herminie in February 2026, Prime Minister Sh Narendra Modi announced Special Economic Package (SEP) of USD 175 million to support the development priorities of Seychelles. SEP includes USD 125 million Line of Credit and USD 50 million grant. Under the grant, 1 Fast Patrol Vessel PS Lespwar and 10 TATA Vehicles to Seychelles Defence Forces (SDF), 06 Ambulances (02 ALS and 04 BLS), 500 MT of rice, and 8500MT cement was donated to Government of Seychelles during the State Visit of Prime Minister in June 2026. 
    
    
61. An IT Centre for Excellence, set up in Victoria with GOI assistance was inaugurated at Mont Fleuri, Mahé in April 2011. Lines of Credit have been extended since early 1980s. During the Presidential visit in 2012, an LOC of US$ 50 Million and a Grant of US$ 25 Million were announced. With the operationalisation of the grant in 2016, 10 light vehicles including four TATA Safari Strome and 6 TATA Zest cars worth USD 183,000 were gifted (28 Nov 2017) to the Seychelles People’s Defence Forces (SPDF); a further 10 TATA vehicles worth USD 250,000 gifted to Narcotics wing of Seychelles Police in June 2018; 71 buses and 6 light vehicles were procured for Seychelles Public Transport Corporation (SPTC) for USD 3.5 million; 10 ambulances worth USD 385,000 were procured, among others. USD 4,704,135 was committed for the Restoration Project of CRS Station in different islands all across Seychelles. In August, 2021 ICT tools comprising Computers, TV Monitors, High Speed Scanners, Audio systems, Cameras, Furnitures etc at a cost of about USD 72,000 were given to set up a Learning Center under University of Seychelles. A further 60 buses have been delivered to Seychelles between February 2023 and September 2024, under Line of Credit assistance. 
    
    
62. In a joint e-inauguration ceremony by Prime Minister Narendra Modi and President Wavel Ramkalawan, in April 2021, India handed over 10 High Impact Community  Development Projects (HICDPs) in addition to Solar PV Systems Project in Seychelles built under GoI grant assistance of USD 3.5 Million. This included (a) Roof-Top Solar Panels on Government Buildings; (b) 300 KW Solar Rooftop System for people in Seychelles; (c) 1 MW ground mounted Solar Power Plant at Romainville Island. India also handed over Magistrates court building built under GoI grant of USD 3.45 Million. In July 2023, India gifted 4 methadone vans to Seychelles to assist in the country’s drug mitigation efforts. 
63. A total of 28 High Impact Community Development Projects (HICDPs) have been undertaken in Seychelles in Phase-I. The MoU for Phase-II of the projects was signed during the visit of Foreign Minister Radegonde to India and the projects are at identification and commencement stage.
    
    
64. Seychelles was one of the first countries to receive Covid-19 vaccine under India’s Vaccine Maitri initiative. In January, 2021 India shipped a consignment of 50,000 doses of Covishield to Seychelles. India has also been the preferred destination for Seychelles for specialized and quality Medicare.
    
    
65. 200 tonnes of non-basmati rice were delivered from India to Seychelles in July 2024 under the special waiver granted for export of rice to Seychelles in September 2024 to ensure food security of the country.
    
    
66. On 20 November 2025, India donated 3.5 tonnes of essential medicines and medical supplies to Seychelles to strengthen the healthcare system and services of country benefiting the local population at large.
